Scheme completion at Ty’r Orsaf, Caerphilly

Hale are thrilled to announce the completion of the Ty’r Orsaf scheme in Caerphilly, for Linc Cymru (now part of POBL Group). Situated at Mountain Road, Caerphilly, the supported living scheme has involved the transformation of the Former Caerphilly Police Station, into 45 vibrant new homes, spanning three blocks.

27 flats have been built for general needs, alongside 6 rapid re-housing apartments, and an office space for Caerphilly Council. With key input into the design process from Caerphilly Council’s Adult Services, a further 12 bespoke apartments have been built for individuals with complex needs, to live independently, with dignity and confidence. PV panels has been added, along with green roofs to the apartments and bike sheds; adding to the scheme’s sustainable features.

“When we talked to people about what mattered to them, a common theme was being able to live on their own and have their own front door,” said Becky Badman, Promoting Independence Project Coordinator at Caerphilly County Borough Council. “To live a life where they are as independent as possible and have the support they need to achieve this.”

Through Hale/Linc’s joint Community Benefits Fund, Caerphilly Miners Centre have facilitated a series of craft workshops, including the creation of bespoke artwork (featured on the building’s frontage) creating a sense of pride, whilst helping people connect and settle into community life. Two of Ty’r Orsaf’s residents have since gone onto full time volunteering positions at Caerphilly Miners Centre; providing a sense of purpose and belonging.

A pre-completion open day was provided for the new residents and the local Mountain Ash community, extended to residents at Wales and West’s adjoining Church View Care Home. Individuals were taken for a walk through of the new flats and treated to an Afternoon Tea; integrating new residents into the existing community.

To commemorate handover, Hale’s Rhodri Boosey, John Jones, and Tomasz Bryjowski welcomed special guests from both Linc Cymru and Pobl Group, for a tour of the finished scheme.

“It’s been fantastic to see the reactions of the new residents,” said Chris Cater, Project Manager for Linc. “The excitement of the groups walking around for the first time really brought home what this would mean for the individuals moving in.”

“We are thrilled with the finished development and would like to extend a thank you to all involved with making the scheme possible. It’s clear to already see the strong sense of community at Ty’r Orsaf. The scheme demonstrates how high-quality housing, tailored support and strong community connections can transform lives.” David Harrhy, JG Hale Group Managing Director.

Recognition of the creativity, passion, and innovation, of the people, organisations and projects making a real difference for tenants, customers and communities across Wales, the scheme has been shortlisted for the Chartered Institute of Housing (CIH) Welsh Housing Awards 2025, under the Supporting Independent Living category.
