Jonathan Hale

Group Chairman

Jonathan founded JG Hale Group in 1996 and has since driven the company forward to expand into one of the largest providers of social housing throughout South Wales. As the chairman of Hale Group, Jonathan is renowned for his great enthusiasm and passion for promoting excellence always with an eye on cutting edge processes. With years of experience in the industry, Jonathan has been pivotal in the development of our state of art JCG factory, specialising in new and industry leading manufacturing systems. His passion for innovation, sustainability and training the next generation set the tone for the whole company.

Charlotte Hale

Joint Chief Executive Officer

Charlotte’s role as Joint CEO, is to provide Strategic oversight over the entire JG Hale Group of companies. Providing an analytical element to the Executive Board, Charlotte will join Joint CEO, Graham, in identifying new market opportunities, whilst adapting to industry evolution and technological advancements. Together the pair will futureproof JG Hale Group, through measured risk analysis. Charlotte’s key focus will be to ensure continuity of the Hale legacy, driving Group Chairman Jonathan’s ambition for steady and careful business growth.

Graham Hale

Joint Chief Executive Officer

Ceri Brown

Chief Financial Officer

With over 18 years working for the Hale Group, Ceri exhibits complete financial control of the Hale Group of Companies. Ceri oversees efficiency throughout the business, human resources, monitoring performance, and identifying cost savings at every stage. Ceri has developed a cost management system which tracks key expenses associated with build elements throughout the life of a project, ensuring that JG Hale Group delivers cost effective solutions for its clients. Ceri lives locally and is passionate about social value – whether this is through training and developing staff throughout the company or promoting the Hale Group’s green initiatives.

Lee Dunsford

Managing Director

As Managing Director, Lee is responsible for JG Hale Group’s overall performance, overseeing company policy and responding to industry advancements. As the aims of business are focused on growth, profits and increasing shareholder return, it is Lee’s responsibility to ensure that the company strategy is geared towards this. Formerly Hale’s Commercial Director, Lee has a key focus on maintaining the financial health of the business, via profitability, risk management, and effective contract administration. Lee will ensure project safety, timely completions, and high-quality delivery, within budget,

Tom Bevan

Operations Director

With a wealth of operational, administrative and commercial experience, Tom has successfully delivered an array of award winning developments. Tom oversees the entire Construction function, ensuring the effective management of all developments, from pre-construction through to client handover. Additionally, Tom is heavily involved with the preparation of tender documents, and possesses a thorough appreciation of each clients’ requirements, ensuring he has a clear understanding of the challenges and complexity of each development.y.

Kevin O’Mahony

Contracts Director

Kevin has a wealth of experience working in the industry and is currently a Contracts Director across residential developments for JG Hale Group. Kevin possesses both the requisite skills, qualifications and experience required to deliver projects to the highest standards. Kevin holds responsibility for operational, commercial, and administrative disciplines across projects. He is equipped to deliver business targets and strategies through placing high importance on collaborative and alliance type approaches.

Emma Jones

Head of Development

Throughout her career, Emma has gained vital practice within the following disciplines: Business Development, Land Appraisal, Scheme Development, Planning and Technical, Bid and Pre-Construction Management. Emma maintains key relationships with clients and employer’s agents, supporting her in conceptualising and delivering land led package deals. Emma’s extensive knowledge of the tendering process has allowed her to productively manage bid teams to produce successful bids for housing, education, and commercial projects, including framework agreements.

Paul Jones

Group HSE Manager

Paul brings extensive emergency services and safety leadership experience from his career as a Firefighter & First Responder with the RAF, Cardiff Airport, and as a Fire and Safety Officer at Tata Steel. As Hale Group’s Lead Competent Person for Health and Safety under the Management of Health and Safety at Work Regulations 1999, he provides strategic leadership and governance across all health, safety, environmental and fire risk matters throughout the organisation’s construction sites, offices, and timber frame manufacturing facility. Paul is responsible for leading and embedding the Group’s HSE strategy, ensuring robust risk management, legal compliance, and consistently high standards of performance across all operations. He supports projects from pre-construction through to delivery, influencing key decisions to ensure risks are identified and controlled at the earliest stages.

Through strong leadership, engagement, and continuous improvement, Paul drives a proactive safety culture across the business, working closely with senior management, project teams, and external stakeholders to protect people, support delivery, and uphold the Group’s reputation.

Matthew Hall

Contracts Manager

Winning 6 LABC awards over the past decade, and recently receiving the highly acclaimed accolade of LABC’s National Site Manager of the year 2021, is a testament to Matthews excellent quality control and attention to detail.  As Contracts Manager, Matthew is responsible for the overall management of construction, technical, and planning matters. With over two decades experience in delivering social housing, Matthew has vast amount of knowledge and expertise. Matthew has delivered a variety of high-profile complex developments, all of which have been delivered to budget, and within programme.

Rhodri Boosey

Contracts Manager

Rhodri started his construction career over 15 years ago, as a Bricklayer. He has since developed to Site Management, specialising in the execution of sustainable schemes, specifically the application of energy-efficient technologies. Since joining Hale in 2023, Rhodri has progressed to become a Contracts Manager. Rhodri holds overall responsibility for effective leadership of the site teams and subcontractors, clear communication with our clients and stakeholders, and ensuring that each build achieves the highest possible quality standards.

Sean Barlow

Contracts Manager

Sean began his industry journey as a Trainee Site Manager, progressing to Site Manager, Senior Site Manager, and Project Manager roles. He has worked across a diverse range of developments, ranging from traditional build to RC frame and timber frame construction. Sean’s hands-on industry experience is backed by a Foundation Degree in Construction Management and NVQ Level 6 Qualification. This professional training and practical knowledge perfectly equips Sean to lead his site teams; ensuring the safe, precise, and quality delivery of Hale projects; from inception through to completion.

Martin Pretty

Pre Construction Manager

With an extensive background in Construction Design and Technical Management, Martin is perfectly placed to drive each Hale development through the Pre-Construction phase, enabling an efficient start on site. Martin’s specialist areas include new-build construction, and refurbishment. He will manage each project's design from RIBA stage 3 onwards, scrutinising against buildability in line with the Employer's Requirements. Working closely with each Contracts Manager, Martin will develop each scheme's Pre-Construction Programme.

Lloyd Elliott

Development Manager

Lloyd oversees the day to day execution of projects throughout Pre-Construction, ensuring a timely site start. Lloyd’s responsibilities include collating all necessary information required to take a scheme through planning (and SAB where required). This includes actioning all outstanding survey work, hosting regular Design Team Meetings; progressing detailed design information ready for application of planning. Lloyd’s former experience as a Development Project Manager for a Welsh Housing Association, has provided him with an acute understanding of our client’s key drivers.

David Norris

Senior Buyer
David is a highly experienced and resourceful buyer with over 30 years of experience spanning various sectors of the construction industry. As JG Hale Group's Senior Buyer, David is responsible for the procurement of materials and plant for multiple construction sites across the whole of Wales. Ensuring that materials are procured and delivered in line with site deadlines, David’s excellent communication skills allows him to highlight any potential issues arising throughout the construction process. David is responsible for selecting suppliers, negotiating terms, and setting up Preferred Supplier Agreements to maximise value for money for the business.

Dionne Herbert

Social Value Manager

With a background as a TESOL (Teaching English as a Foreign Language) teacher, Dionne joins Hale Group with an excellent understanding of how to communicate with individuals from diverse backgrounds. As Social Value Officer, Dionne will monitor, manage, and deliver all Social Value KPI's associated with our developments; creating bespoke strategies of engagement to meet local need. Additionally, Dionne will work with employability and education bodies, providing Targeted Recruitment and Training opportunities (incorporating a blend of Apprenticeships, Work Experience, Employment, Mock Interviews, CV Workshops, and Site Visits), for students, graduates, and those the furthest removed from the job market.
